    The present invention declares a method for making moulding materials from industrial waste, fine coal ash. It increases the value of fine coal ash. The screened fine coal ash is evenly mixed with binding agent in proper proportion. After heat treatment at 100-500 deg.C, it is poured into mould and pressed at ambient temp. into shapes or shaped board, which can be used as wood substitute to make table, stool, and tea table, and used also as plastics substitute. The present invention also provides the preparation method of binding agent.
