    A method for modulating the binary data stream into the suitable code format for coding and decoding, this method adopts a non-return zero code (NRZ) technology, which is very favorable for the case with the regular information transmission rate during the modulation process, and the transmission rate depends on the unforeseen and variable transmission rate and acceleration.
