    The said apparatus has a forked rocking arm on which is mounted a roller with main annular round surface and smoothly-connected annular curved surface. It also has a mechanism which produces radial force for the roller to machine rotator surface and a spring-acted sliding part which is articulated with the forked rocking arm and cooperated with the said mechanism. The forming line of the annular curved surface is formed by the radius whose center is at the axis of the articulation of the sliding part and the forked rocking arm.
