    This invention discloses a down-stream pucket data transmission method in wireless packet data transmission. When link adaptive technology and its minimum modulation coding velocity rate is applied in the wireless packet data transmission system, users still can't receive data correctly since the said technology can't suit the present odious channel conditions and this invention can solve this problem: for user with high priority, this invention increases this emitting power properly or close the data emitting users with low priority in a same wave beam or increase the frequency spreading factors of said user equipments; and close data emitting to users with low priorities temporally until the quality of the said user channel meets the needs and no uses with high priority ask stopping service for him so as to increase the probability for users correctly receiving data.
