    A telecommunication system is provided. The telecommunications system includes an access transport network having an interface coupleable to the public switched telephone network. The telecommunications system further includes at least one digital loop carrier coupled to the access transport network that provides digital subscriber line (xDSL) services to a plurality of subscribers. The at least one digital loop carrier includes an embedded gateway module that converts between packet format and a time division multiplex format to facilitate transmission of voice between the digital subscriber line and the public switched telephone network.
