The invention provides a water-free skin care and make-up composition for keratinic substance, wherein a carrier that is acceptable as a cosmetic containing at least one of non-volatile silicone, at least one of non-silicone fat-soluble polymer, at least one of hydrocarbon dispersant which solubility parameters delta d and delta a satisfying the following formulas: 16.2<=delta d<=20 (J/cm<3>)<1/2> and 9.1<=delta a <=20 (J/cm<3>)<1/2>, the dispersant includes carbon and hydrogen atoms as well as one or more kinds of functional groups selected from hydroxy, ester, ether, carboxylic acid and amide functional groups. The composition has good fixing property, especially in color, and has glossy appearance, cosy and nonmigration property. The invention also relates to assembly of at least one kind of non-volatile silicone, at least one of non-silicone fat-soluble polymer, at least one of hydrocarbon dispersant used in the composition, wherein solubility parameters delta d and delt a of ahydrocarbon dispersing agent satisfying the following formulas: 16.2<=delta d<=20 (J/cm<3>)<1/2> and 9.1<=delta a <=20 (J/cm<3>)<1/2>. |
