    The present invention discloses an all-weather mail receiving system and method. The post office staff inputs the name and address of the recipient for important mail to one mail collecting enquiry system; finds out the contract-signal all-weather business unit near the recipient in the mail collecting enquiry system; transforms the important nail to the business unit; and issues one mail receiving information to the recipient for receiving the mail.
