    This invention discloses a switching method among systems, user equipment UE leaving WCDMA covered area entering GSM covered area, the radio network controller RNC sending measuring control to UE which measuring GSM cell and reporting to RNC, RNC establishing UE access permitted switchable GSM object cell list according to UE access permission information, selecting object cell and activating switch attempting, said invention reduces switch attempt times and signaling load.
