    The present invention includes the following steps: 1) issuing fluid-controlled message to each service grade support node (SGSN) of universal subgroup radio service to set the initialization fluidic parameter and to trigger SGSN for starting the fluid control by a base station controller (BSC), b) determining the maximum allowable leakage speed and the barrel maximum volume value for the cell and the default leakage speed of the mobile station (ms) as well as making statistic for MS figure of each SGSN and total MS figure of the cell by BSC, c) calcualting the weighted value and the leakage speed for each SGSN and the actual leakage speed for the cell and d) judging whether the actual leakage speed is larger than the allowable maximum leakage speed or not in the cell and applying the corresponding processing as well as issuing message by BSC to make SGSN operate the fluid control with new parater if the fluidic paramer varies.
