    A system and method about the private network user and ensuring operation service quality network intercommunication. The invention is: the entity of the load-bearing control-layer and the entity of the application layer get the corresponding address (port) transforming information by the address transform gateway NAPT-GW in the unattached load-bearing control-layer network, processes the accurate source distribution for the private network user that is based on the transforming information of the address port. The invention is that every function entity can process accurately the transmission and transform of the private address, achieve the aim of seeking address and distributing source, and solve the problems effectively that the user can not achieve the QoS source distribution accurately of end to end by using the private network address, and can not ensure the problem of the end to end operation QoS.
