    The invention relates to a program exchange system, which is characterized in that: the server platform transmits the stored user receiving rate to the detecting platform and the program platform which exchanges program with it; the program platform transmits the received user receiving information to the detecting platform; the detecting platform, based on received user receiving information, detects the program exchange. The invention has not additional demands on the program platform, the server platform and the transmission network, with reduce cost. And it can confirm the accuracy of charges on the program platform and service platform.
