    This invention provides one flow control device and method of one visual image data, wherein, the device compress codes data buffer unit to receive and store codes data; flow control and process module to output buffer unit data and to control data codes starting according to codes data buffer unit. The method comprises steps of storing and outputting coded data and controlling data codes according to stored information.
