    The present invention relates to an exterior wall heat-insulating plate and exterior wall heat-insulating construction method. Said exterior wall heat-insulating plate includes an impact-resisting layer, on the inner side of said impact-resisting layer several heat-insulating material strips are spaced mutually and set, said impact-resisting layer is a concrete layer, and the heat-insulating material strip is a kind of foamed polystyrene strip, and in said impact-resisting layer interior a reinforcing rib screen is added so as to obtain the invented exterior wall heat-insulating plate. Besides, said invention also provides its construction method and concrete steps for implementing exterior wall thermal insulation.
