    A method for transmitting video frame in telecommunication system includes forming a video frame of continuous static frame, storing frame recurrence data of at least one frame as mobile data of one reference frame and adjacent block being coded early, confirming mobile data of coded block by utilizing mobile data of adjacent block being coded early, forming said adjacent block by stored reference frame and confirming mobile data of frame recurrence data at coded block for providing a preset coding efficiency and image quality.
