    The invention provides a method for implementing time partition safety mechanism (TPSM) on the carriers'carrier (CsC) networking condition, mainly comprising: setting different TPSM parameters in wholesale operator network, lower-level operator network and user network, respectively; using the set TPSM parameters to implement TPSM in the wholesale operator network and lower-level operator network at the same time. And it can implement TPSM in the wholesale operator network and lower-level operator network at the same time on CsC networking condition.
