    An apparatus for recording and reproducing signal on and from optical disc, regarding a rewritable optical disc having two recording layers, especially the first recording layer, minimizing the deviation of the detection results caused by the number of times of signal recording repeatedly, ensuring the optimal recording quality. In view of the error from erasing power set will cause the skip to deteriorate easily and the redundancy of skip of the permissible range corresponding to reproducing of the first recording layer of the two layers optical disc (1), in the value detected by the record-condition detecting section (4) respectively of a plurality of different DC erasing power regions which make the DC erasing power changeable on one side, and record the first recording layer on the other side in a optical disc (1), base on the deciding section (13) determining the detectable value and detectable value or detectable condition used by DC erasing power, by means of the calculating section (12) multiplies the DC erasing power value on which recorded on the detectable value region by the prescribed coefficient to obtain the optimum value of the erasing power.
